Water Resource Board as a Component of Hydropower Development

    On November 7, 2017, the 8th International Scientific and Practical Conference of Hydroelectric Power Generators was held on the theme: “Ways of Hydropower Development as the Basis for Increasing the Capacity of Generating the Power into the Unified Power System and the Potential of the Renewable Energy of Ukraine”.
    Denis Zahorovskyi, the expert of the Bancomzvjazok Company, has made a speech on the topic: “The System for Optimizing Water Management in Hydropower Complexes”.
    The unsatisfactory state of financing of the hydrometeorological institutions of Ukraine does not allow modernization of the monitoring network and the introduction of modern river flow forecasting models based on the use of spatially distributed information, online automatic monitoring data, and available remote-satellite measurement data.
    The introduction of a system for optimizing the water management of hydropower complexes will enable to raise the model of forecasting and management to the present level. It is important to introduce such a system with its further use in the Ukrainian Hydrometeorological Center in close cooperation with Ukrhydroenergo, PJSC.
    Implementation of hardware and software complexes in the appropriate hydrometeorological institutions will provide:
  • forecasting of water flows to cascades of Dnipro and Dniester reservoirs in seasonal, weekly, and daily terms using online data and regular automated monitoring;
  • optimization of operating modes of hydroelectric power stations in cascades of reservoirs and optimization of cascade operation as part of the integrated energy system by the criteria for maximum total electric power production by hydroelectric power stations, taking into account the constraints imposed by the normative and actual requirements of all responsible users of the Dnieper and Dniester basins.
    In order to develop a modern system for forecasting tides to the Dnieper and Dniester reservoirs during the spring freshnets, the following works should be performed:
    Automation of a network of automatic gauging stations in the Dnipro Basin.
    Development of a system for obtaining satellite data on the Dnipro and Dniester Rivers’ basins and their use in hydrological forecasts.
    Development and implementation of distributed hydrological models of runoff generated by snow melting to predict the flow of spring floods in the Upper Dnipro basin, Pripyat, and Desna, as well as adaptation of meteorological models for the Dnipro and Dnipro Rivers’ basins.
    Development and implementation of distributed hydrological models of runoff for prediction of inflow to cascades of reservoirs in daily and weekly time scales.
    Optimization of operating modes of hydroelectric power stations in cascades of reservoirs and optimization of operation of cascades as part of the united power system.
